The power plant (Oberursel Ur.II), the fuselage and the horizontal tail are welded from steel pipes with linen sheathing, similar to the Fokker D.VI, and the vertical one is the same as in D.VII. A distinctive feature of the "Fokker" E.V was a cantilever wooden trapezoidal wing of a rather thick profile with plywood working skin, which was very unusual for airplanes of that time. The wing was attached to the fuselage with struts made of steel pipes. In some instances, fuel and oil tanks were made in the wheel axle fairing. Armament - two synchronous LMG 08/15. The author of the project is Reynold Platz, chief designer of Fokker Flyugzeugwerk GmbH.During the German Army's fighter competition in May and June 1918, the V.28 impressed both officials and pilots with its agility, takeoff performance and climb rate. The first experience of combat use revealed problems with engine lubrication and wing strength, which led to a temporary suspension of serial production and operation of the vehicle. Serial production of the modified aircraft model was continued under the new designation D VIII. Due to the surrender of Germany, a relatively small amount of D VIII entered the troops. There were plans to develop variants with more powerful engines, but none of them went into production.
