Ca. 1900 An Appeal To Congress: The Funding and Need for the US Marine Corps

Description: This appears to be an original report on the greater need for the Marine Corps prior to WW1. It seems to be almost an appeal for their expansion and is probably an original document from some level of the ranks. I believe reading this that it is much closer to the Spanish American War than WW1. Below is the full text: "Marine Corps organized 1775, before building of single vessel of war. Then two battalions. Served with distinction during revolution, being particularly mentioned by John Paul Jones, commanding "Bon Homme Richard." Ashore and afloat during War of 1812 During Tripolitan war Marines under Lieutenant O'Bannon planted Stars and Stripes in Old World Seminole War, operated with Army against Indians; in Mexican War a battalion served as part of General Scott's Army with great credit, marching from Vera Cruz to City of Mexico; served gallantly in Civil War and also in War with Spain.On 19 different occasions Corps has received thanks of Congress for distinguished conduct in conflict with enemy and on numerous other occasions its duties have been performed in such a manner as to bring it prominently into notice. In 1867 an attempt to abolish Corps and transfer it to army was defeated under a storm of protests from highest Havel orricera, resulting in material increase in force of Corps at that time.Frequently called upon for duty in riots and have been often landed in foreign countries to protect American lives and property, such as Alexandria, Egypt, in 1882, and the Isthmus of Panama in 1885, rendering gallant and important service.During War with Spain battalion of 650 Marines quickly mobilized at New York, was ready to sail, fully armed and equipped for all war service, two days after issue of assembly orders. Landed June 10th at Guantanamo Bay. There fought continuously with the enemy for 100 hours, holding position and dispersing enemy in demoralized condition. This gallant fight excited admiration of the world. Efficiency and discipline so complete and wants so well supplied that during whole service in Cuba period of two months, not a single man died from disease and less than 25 of battalion was sick. Marvelous record considering climate, exposure, hard service, etc. Usefulness of Corps never so well demonstrated as in this campaign, showing possibility of rapid mobilization, thorough equipment and effective handling against enemy stamped Corps in minds of all, home and abroad, as most valuable and necessary branch to Navy.Marines have been always highly thought of by such officers as Farragut, Porter, Rowan, Dupont, Worden, Dahlgren and Rodgers, of the old Navy, and equally distinguished officers of the modern service. In Spanish War Sampson asked for 2000 Marines for shore duty; owing to limited strength only 650 could be sent him. The late Admiral Porter said:It must not be supposed that a Marine's whole duty 13 to march up and down a ship's deck with a musket on his shoulder. His life is one of hardship, and in addition to his various duties on board ship he has to perform many of the duties of a sailor, and when landings are to be made and the storming of forts undertaken he has his full share. There are innumerable instances in which Marines have performed efficient service on shore and have been honorably mentioned by all the officers who have served in battle with them.The present fast-growing Navy, together with acquisition of new foreign possessions, will require a very material increase in the Marine Corps, as will be seen from the following from the Secretary of the Navy in forwarding this proposed legislation to Congress:The enlargement of the Navy at once demands a corresponding increase in the Marine Corps, and the necessity for establishing naval stations in our newly acquired possessions and the protection of public interests wherever vessels of the Navy may go have already made, and will continue to make, heavy drafts upon this small but effective arm of the public service.At least 6000 men are needed at present and in near future, & more will undoubtedly be called for later if-we remain in foreign possessions, either temporarily or permanently. Legislation proposed in Naval Personnel Bill will place Corps on an efficient military basis, and this legislation recommended not only by Navy Department but by both Naval Committees of Congress. On Yea and Nay vote, House of Representatives, it was adopted by vote of 2 to 1. The future will undoubtedly show the advisability of having Marines serve in the colonies in place of the Army, giving Navy complete control of situation. This is England's proposed policy. It is that now followed by France. England's Marines number 18,000 men, which force is to be gradually increased to 100,000 men in order that her Marines may garrison colonies and permit line regiments of the Army to be brought home for service in coast defenses."
